Charles Abbey ICSW Vice President addressed the social impact of the global economic crisis at the Parliamentary Hearing held in the UN in November. His paper focussed on how poor people are losing out and ICSW's views on the solutions.

Executive Director Denys Correll spoke this week in Helsinki on "Globalization: Benefit or aggravation? The perspective of ICSW". Mr. Correll argued that while economic policy is created at global, regional and national level, implementation is largely at the national level.

2009 – 台灣會議 – ICSW三國及東北亞區域會議 – 報告書
國際社會福利協會 (International Council on Social Welfare, 簡稱 ICSW) 成立於 1928 年，為一獨立性、非政府、非政治、非宗教、非營利之永久性國際團體，且為聯合國經社理事會、教科文組織、兒童基金會、國際勞工局、歐洲理事會、泛美聯盟及地區性政府組級間之諮詢單位。在國際事務上影響深遠。該會自 1948 年迄今每兩年在世界不同國家之都市舉行世界性會議，探討社會福利之新觀念、新目標與新的執行方法。我國於 1968 年在芬蘭赫爾辛基第十四屆大會時正式申請加入國際社會福利協會，1969 年 8 月經總會正式批准為會員國。1986 年內政部正式立案為人民團體。
國際社會福利協會區域劃分為十區，包括歐洲、北美洲、中美洲暨加勒比海、南美洲、北非暨中東、中西非、東南非、東北亞、中南亞、及東南亞暨太平洋區等十個區域，台灣隸屬東北亞區域會員國之一，東北亞區域會員國包括臺灣、日本、韓國及香港等 4 國。由於亞太地區的會員國包含已發展國家和發展中國家、貧國和富國，也有福利發展中國家和福利已發展國家，在多方面出現了嚴重的兩極化現象，因此對社會福利、社會開發的瞭解和理念也出現很大的分歧，無法進行有效的討論。為了克服這些負面現象，ICSW 的國際總部和亞太區域幾個共同關心此現象的國家，結合在一起組成了基層集團。且以韓國、日本、台灣、香港等東北亞地區的會員國做為基礎成員組織起來，透過每年定期會議舉辦凝結的共識及交換的意見。
